In June 1988, in order to prepare to the UN International Year of the Family in 1994, the General Council approved a resolution convoking the Regional Presidents to conduct a survey on the Countries Constitutions of theirs respective regions, regarding the inclusion of specific chapters or paragraphs about the Family.
The work was coordenated by Professor Germain Bouverat and the results were excelent contributing substantivelly to the preparation of WFO position for 1994.

For the Celebration of the Tenth Anniversary of the International Year of the Family, Dr. Deisi Kusztra, WFO President, Professor Bouverat, today retired, and jornalist Sâmar Razzak decided review the survey done in 1988.
Comparing the updated Constitutions specially the ones updated after the middle of the 90's, the survey clearly showed a significative increase of Constitutions that included a theme on the Family.
